EVERY STUDENT SUCCEEDS ACT (ESSA)
The Every Student Succeeds Act (ESSA) was signed into law on December 10, 2015, and is the most recent reauthorization of the Elementary and Secondary Education Act (ESEA). ESSA provides states with greater authority in establishing accountability systems and overseeing public education programs while maintaining federal requirements designed to support student achievement and equity.
One change under ESSA was the elimination of the federal “Highly Qualified Teacher” (HQT) requirement that existed under the No Child Left Behind Act. Although the HQT provision is no longer in effect, all educators in New Jersey are still required to hold the appropriate state certification or license for the position in which they are employed, in accordance with New Jersey Department of Education certification requirements.
Under ESSA, parents and guardians also have the right to request information regarding the professional qualifications of their child’s classroom teachers and instructional paraprofessionals, including whether the teacher meets state certification requirements and whether the teacher is teaching under emergency or provisional status.
