When did you become aware of the fiscal crisis confronting the school district?

 

When Dr. Irving was named Superintendent on July 1, 2024, a hiring freeze was already in place from the previous administration, indicating there were some potential budget issues. After close review, Dr. Irving and his team realized that the budget did not match expenditures. In September, following the first payroll, it became clear that without immediate action there would be a devastating shortfall before the end of the school year that would make it impossible for the district to make payroll.

What are the factors that led to a budget shortfall?

 

The budget shortfall is due to a combination of factors, including rising operational costs, unanticipated expenses, and stagnant state funding. The district has also experienced enrollment fluctuations, directly impacting state and federal funding. Together, these issues have created a significant financial imbalance.

 

To address concerns about fund allocation, the Board has initiated a comprehensive audit of the district’s finances. According to the Superintendent, the projected shortfall resulted from unforeseen increases in the 2024-25 budget, which became evident only in mid-August. This was quickly identified, and a course of action was presented to the Board of Education.

How much is the budget shortfall?

 

At the start of the year, the shortfall was $7-8 million. If we did nothing, we would have been facing a $25 million shortfall. 

How many layoffs have been issued thus far?

 

The district has issued 93 layoffs.

What will happen to the teachers who have been part of the layoffs?

 

The district has been working to find new positions in neighboring districts for most of the teachers who were affected by the layoffs.

Will there be additional layoffs throughout the school year?

 

At this time, the district is not issuing any additional layoffs.

How does the district ensure it will provide educational quality and support services amid staff reductions?

 

The district is committed to providing a quality education to all students. We understand the concerns about maintaining educational quality despite staff reductions. The Board and district leaders are committed to minimizing impacts on classroom experience and student support services. For classrooms affected by teacher layoffs, students will not be reassigned to remaining teachers, and there will be no increase in class sizes. Teacher-to-student ratios will remain consistent with current recommendations.

What are the measures for sustainable financial planning?

 

The Board is actively implementing strategies to prevent future budget shortfalls. This includes enhancing financial oversight, establishing a sustainable multi-year budget plan, and consulting with financial experts to support better long-term planning.

 

In response to concerns about funding, the Board is exploring multiple options to avoid increasing property taxes. These options include seeking grants, building partnerships with community organizations, and requesting additional state aid. Raising property taxes is not our primary solution.

Why were teachers hired at the beginning of the year if leadership realized the impending crisis budget? 

 

It wasn’t until after the first payroll in September and closer examination of the budget that the impending shortfall was realized. 

What is the timeline for public review and transparency?

 

Transparency is essential for rebuilding trust within our community. The Board is developing a timeline for a public review of the district’s budget and financial management practices. We are planning a series of public meetings to present and explain the budget, discuss future budget plans, and allow community members to ask questions and provide feedback. This will ensure that all voices are heard as we navigate this challenging time.
